MOSCOW — The Olympic flame in Vancouver had only been put out before President Dmitri A. Medvedev of Russia, angered over his country’s disappointing performance at the Winter Games, began calling for athletic officials’ heads.
“Those who are responsible for training for the Olympics must take responsibility,” Mr. Medvedev, who canceled his scheduled trip to the closing ceremony, said in Moscow on Monday. “They must have the courage to hand in their resignation(辭職報告). And if they do not have this determination, we will help them.”
Such language from the typically measured Mr. Medvedev strengthens the disappointment here with the nation’s athletics just four years before Russia hosts the next Winter Olympics in Sochi.
Russia is pumping billions of dollars into preparations for the 2014 Winter Games, which officials have considered as a symbol of Russia’s return to the top of the world stage.
Prime Minister Vladimir V. Putin said last week that Russia’s performance at the Olympics should be given “serious critical analysis.” “This critical analysis should be directed at improving the situation and creating the necessary conditions for the preparation and successful performance of our team in the Sochi Olympics in 2014,” he said. Russian athletes took home just three gold medals from Vancouver, compared with eight in the last Winter Games, in Turin, Italy.
Russia came in sixth place in the overall medal count with 15, just ahead of South Korea and trailing far behind its former cold war athletic rival, the United States, which led with 37.
For Russians used to seeing their athletes top international competitions, the last two weeks have been awful. Russian figure skaters fell, bobsledders turned over and, in a final embarrassment, the country’s much proud hockey team was smacked by Canada 7-3 and did not even make the medal round.

You can’t always predict a heavy rain or remember your umbrella. But designer Mikhail Belvacv doesn’t think that forgetting to check the weather forecast before heading out should result in you getting wet. That’s why he created lampbrella, a lamp post with its own rain sensing umbrella.
The designer says he come up with the idea after watching people get wet on streets in Russia. “once, I was driving on a central Saint Petersburg street and saw the street lamps lighting up people trying to hide from the rain. I thought it would be appropriate to have a canopy(傘蓬)built into a street lamp.” he said.
The lampbrella is a standard-looking street lamp fitted with an umbrella canopy. It has a built-in electric motor which can open or close the umbrella on demand. Sensors(傳感器)then ensure that the umbrella offers pedestrians shelter whenever it starts raining.
In addition to the rain sensor, there’s also a 360°motion sensor on the biberglass street lamp which detects whether anyone’s using the lampbrella. After three minutes of not being used the canopy is closed.
According to the designer, the lampbrella would move at a relatively low speed, so as not to cause harm to the pedestrians. Besides, it would be grounded to protect from possible lighting strike. Each lampbrella would offer enough shelter for several people. Being installed at 2 meters off the ground, it would only be a danger for the tallest of pedestrians.
While there are no plans to take lampbrella into production, Belyacv says he recently introduced his creation one Moscow Department, and insists this creation could be installed on any street where a lot of people walk but there are no canopies to provide shelter.

Is it time to kick Russia out of the BRICs (金磚四國)? If so, it may end up sounding like a famous ball-point pen maker-BIC. An argument is being made that Goldman Sach’s famous marketing device(策略),the BRICs, should really be the BICs.
“Is Russia really worth the name BRICs?” asks Anders Aslund, senior fellow at the Peterson Institute for International Economics, in an article for Foreigh Policy. Aslund, who is also co-author with Andrew Kuchins of “The Russian Balance Sheet”, thinks the Russia of Putin and Medvedev is just not worthy of inclusion alongside Brazil, India and China in the list of future economic powerhouses. He writes:
“The country’s economic performance has fallen to such a weak level that one must ask whether it has any say at all on the global economy, compared with the other members of its group. I have just returned from Moscow, which is always dull around this season. For the last seven years, Russia has taken very few measures to improve its economy. Instead, the state has been living on oil and gas. ”
Economically, Aslund has the numbers on his side. The International Monetary Fund figures that the Russian economy will fall by 6.7 percent in 2009, while Vhina will grow 8.5 percent and India 5.4 percent. There is less of a case for Brazil, with a fall of 0.7 percent, but it is still doing far better than Russia.
But the BRICs are not just about economy. As is mentioned above, it is a marketing device to encourage investors to focus on the big promising players. From an investment standpoint, it could be argued that Russia is leading the BRICs. Its stock(股票)market is up 128 percent this year while around 80 percent is for the other three.
At very least, however, Russia’s economic underperformance and stock market outperfoumance does suggest it is indeed one of the group.

A German company was concerned about talks in Moscow trying to sell some 100 million dollars worth of equipment to a Russian State company. Talks went smoothly but differences remained. The closest place one may find bears in the wild is maybe 2,500 miles away from Moscow. However, a solution was quickly found. The Russian businessmen went to Moscow Circus(馬戲團(tuán))and for $2,000 bought a very old bear. This bear used to amuse and amaze audiences in many countries for 30 years, but got and looked too old, and was retired.
“Be careful, the Russian bears are very dangerous, and frightening,” they told to Mr. Bayer. “If compared to the Russian bears, your African lions are nothing more than harmless cats.” The bear was brought to a forest 50 miles from Moscow and was left there. Mr. Bayer was told that bears were plentiful in that forest and that many cattle and even people had been eaten in the surrounding villages.
Meanwhile, an 18-year old female drove through the forest on a motorcycle and suddenly saw a bear (no bears had been seen in those places for 200 years). She was frightened, fell, left her helmet and her motorcycle and ran away.
Mr. Bayer was excited and ready to hunt. This could become the most successful part of his extraordinary hunting experience. The next moment Mr. Bayer saw a bear in a helmet driving on a motorcycle through the forest in front of him. The bear had a happy expression on his face, as he was doing something he had been doing in the circus for 30 years: circling on a motorcycle!
Mr. Bayer lives in a private mental institution near Hamburg happily ever after. The equipment was never sold to Russia. It was sold to Iraq instead.

Valery Andreyev, regional chief of the Federal Security Service (FSS), said Friday that over 30 armed militants took part in the hostage-taking crisis and Russian troops captured three of them alive on Friday, according to the Interfax news agency.
He said people of Russian origin and foreign nationals were among the killed hostage-takers. Earlier official information showed that ten Arab militants were killed in Friday’s raid (突襲).
Andreyev said a large amount of explosives (爆炸物)and mines planted by hostage-takers in the school have been found.
