  Western States See Largest Increase in Murder, Rape Rates

  Dec. 16 - Violent crime overall is down nationwide but rising in the West, and experts believe a number of factors - a growing youth population, inmates being released from prison, and a decline in the economy - could be fueling (causing) the increase in that region.

  The FBI reported today that its preliminary (初步的) statistics (統(tǒng)計(jì)數(shù)字) showed that crime in the first six months of 2002 nationwide was up 1.3 percent from the same period last year. The FBI's Uniform Crime Reporting Program found that crime dropped slightly (a little) in the Northeast and Midwest - 2.1 percent and 1.4 percent, respectively - but rose in the South and especially the West.

  Overall crime rose 5.9 percent in the West, the FBI said. Crime was up in all Western states: Preliminary statistics showed that violent crime had risen 2.2 percent, with a 7.6 percent increase in murder.

  To find out why certain communities have higher crime rates than others, Green said, officials have to look at their demographics (人口統(tǒng)計(jì)狀況), which drugs are infiltrating (滲透) the area and which kind of crimes are on the rise.

  In additon, experts said, the FBI's statistics do not mean that crime in an entire state may be on the rise. There may be certain “hot spots” for crime that are raising the crime rates.

  “In Los Angeles, there are certain areas where the unemployment rate is 15 percent, compared to 6 percent of the rest of the country. You have idle (having nothing to do) young males - they're not going anywhere, they have nothing to do, nothing to lose,” said Mike Rustigan, professor of criminology at San Francisco State University.

  “Idle, nothing to lose, and they have access to (have right to ) guns - that's a bad combination…You have a lot of gang (group) activity and payback - types of shootings.”

  However, Rustigan stressed (emphasize) there is no one cause for rising crime rates. Every state, every city is different.

  In the 1940s, Pinehaven Park was one of Crafton City's loveliest recreation(娛樂)areas. Over 40 acres of woods and fields were open to the public.
