Everybody hates it, but everybody does it. A recent report said that 40%of Americans hate tipping. In America alone, tipping is a $16 billion-a-year industry. Consumers acting politely ought not to pay more than they have to for a given service. Tips should not exist. So why do they? The common opinion in the past was that tips both rewarded the efforts of good service and reduced uncomfortable feelings of inequality. And also, tipping makes for closer relations. It went without saying that the better the service, the bigger the tip.
But according to new research from Cornell University, tips no longer serve any useful function. The paper analyzes numbers they got from 2,547 groups dining at 20 different restaurants. The connection between larger tips and better service was very weak. Only a tiny part of the size of the tip had anything to do with the quality of service.
Tipping is better explained, by culture than by the money people spend. In America, the custom came into being a long time ago. It is regarded as part of the accepted cost of a service. In New York restaurants, failing to tip at least l5% could well mean dissatisfaction from the customers. Hairdressers can expect to get l5%-20%, and the man who delivers your fast food $2. In Europe, tipping is less common. In many restaurants the amount of tip is decided by a standard service charge. In many Asian countries, tipping has never really caught on at all. Only a few have really taken to tipping.
According to Michael Lynn,the Cornell papers’ author, countries in which people are more social or outgoing tend to tip more. Tipping may reduce anxiety about being served by strangers. And Mr. Lynn says, “In America, where people are expressive and eager to mix up with others, tipping is about social approval. If you tip badly, people think less of you. Tipping well is a chance to show off.”

A new report says only about half of all students in the main school systems of America’s largest cities finish high school. The report notes higher rates of graduation — over 70% —in areas surrounding the cities. Researchers studied high school graduation rates from the 2003, 2004 school year. They also identified the nation’s fifty largest cities. The largest, New York City, had a population of more than eight million. The smallest city was Wichita, Kansas. It had about three hundred and sixty thousand people.
Researchers used a system of measurement called the cumulative promotion index to find graduation rates. School officials in many of the cities studied said the resulting numbers were too low. That is because different areas use different methods to find graduation rates. Critics say many methods do not give a true picture of the number of students who leave high school before finishing.
Other studies have put the national graduation rate at about 70%. But experts agree that too many students are not completing high school. They estimate the number at more than one million each year. The report was prepared for America’s Promise Alliance. The private group aims to help children receive services they need to succeed.
General Colin Powell was chairman of America’s Promise Alliance when it was formed in 1997. He attended the press conference Tuesday where the report was released. He said studies have shown that the US must do more to educate the leaders and work force of the future.
Secretary of Education Margaret Spellings also spoke. She said the government will propose that states use the same methods when reporting graduation rates. Alliance officials also announced the start of a nationwide campaign to improve graduation rates. It is to include a series of meetings to be held in every state over the next two years. The meetings will bring together elected leaders, business owners, students, parents and education officials. They will develop plans to increase the number of Americans who finish high school.

World Expo 2010 Shanghai China is to be staged in Shanghai from May1 to October 31, 2010. If you plan to visit the Shanghai Expo this summer, China Pavilion is a must-see area for you.
China Pavilion, which is called Oriental Crown(東方之冠), is located at the center of the Expo site. For example, it is red in appearance, which contains the elements of traditional Chinese culture, and it is green indoors, with the use of energy-saving techniques. The Shanghai World Expo is expected to attract 70 million visitors from across the globe. It is estimated that 400,000 people will visit the Expo and its 140 pavilions every day during the period, but the China Pavilion is only able to receive about one tenth of the total. How to accommodate so many people in the pavilion remains a tough task. Luckily, the China Pavilion is built as a permanent landmark.
During the Expo, the main structure will be used for an exhibition based on the theme of “ Chinese wisdom in urban development” by explaining the values of harmony, nature and spirit. The three-story pavilion has three sections. The top floor’s “Footprint of the East” will show some of the changes in Chinese cities. Starry Night
Have you ever seen a real night sky that looks like Van Gogh’s Starry Night? I hope not! So, why would an artist paint the sky this way? Perhaps I can answer that with another question. When you’re happy, why do you sing instead of speaking? Or when you’re in love, why do you speak of roses and honey? When we do these things, we, too are artists. We’re using something that goes beyond a mere scientific description in order to communicate our feelings more powerfully than straightforward words can. So consider for a moment that Van Gogh might not have been hallucinating (產(chǎn)生幻覺的) on the night he painted this. Maybe he felt something so powerful that he had to go beyond the familiar to express it.
I hope I’m reminding you of something you already know as I describe the experience of being outside at night under a crystal clear sky that makes everything seem clean and refreshing. So you look up. And suddenly you see the sky that you’ve seldom seen before. It’s not just the same old dark night sky tonight. Instead, the blackness is a deep, rich blue that is more bottomless than any ocean. The stars are not spots of light but brilliant, magical diamonds that dance like tiny angels. In just this special moment, the sky is somehow alive, and it seems to speak to you silently about the meaning of infinity (無限).
Now look at the painting again. Can you see something of what makes this such a famous and well-loved image? But there’s more here than that. Van Gogh painted this while he was quite struck down by a mental disease. It is natural to imagine that he frequently battled the fear that he would never escape his prison to true freedom. It is natural for us to imagine this because each of us has faced our own personal prison, whether it be disease, the loss of a loved one, serious financial problems … In such moments it is tempting to give up to despair (絕望) and collapse in hopelessness.
Looking at this painting, I imagine Van Gogh in just such a moment of despair, when he is struck by the memory of one of those amazing night skies. He recalls the sense that he is not alone, that there is a living, infinite world with rich colorful creatures and scenes all around.
And so the sky flows across the canvas (畫布) full of vitality (活力) and power. The stars don’t just sparkle; they explode. Looking closer, we notice that the earth itself seems to respond to the movement in the sky, forming its own living waves in the mountain and rolling trees. In the sleepy village, the windows of the houses glow (發(fā)光) with the same light that brightens the universe. The giant trees at the left seem to capture the joy by stretching upwards toward the sky.
What a tremendous message of hope there is in this masterpiece! Even if our troubles persist, the world around us assures us that life is worth living. That’s what the angels sing about. Doesn’t it make you want to sing, too?

Recently, online high schools in America have sparked (激發(fā)) a debate about whether or not taxpayers’ money should be used to support online education. Online schools receive the same amount of funding as all other public schools, even though they don’t have to pay for rent or school equipment. States should use their educational funds to improve education at real schools, not to support online programs.
Some students only use online classes to supplement their school work. They benefit from the social experience of a traditional high school, while still taking online courses.
However, about 90 thousand students in America receive their education only from online schools. 50 thousand of these students take courses at Florida Virtual School, the largest online school in the country. While this method of schooling helps students who live in remote regions, most school systems are upset that they are losing more students each year to these online programs. 
Although online learning allows children to work at their own pace, these online schools have only one teacher per several hundred students. Often, teachers can’t give struggling students the help they need as they are unable to talk face-to-face with them, to find exactly what they’re having difficulty with.  
Additionally, even though online schooling accommodates (顧及) students who live in more remote states, students in online programs may suffer in social situations because they will not learn valuable communication skills from their schooling. Similar to students who are home schooled, those who take only online classes won’t learn social etiquette (禮節(jié)), and will be treated differently by their peers.
Online schooling might be useful for places where there are not enough students for a real school, such as agricultural regions, but states should only spend taxpayers’ money on online schools in extreme cases.
