The National Outline for Medium and Long Term Education Reform and Development (2010 - 20) was released over the weekend. Here are some of the highlights:
Four – percent effort
The government says spending on education will be 4 percent of GDP by 2012. globally, average spending on education is about 4.5% of GDP. China spend 3,33% in 2008. according to Hu Angang, of Tsinghua University’s Center for China Studies, even if China reaches that goal, it will only rank about 100 th out of 188 countries.
Administrative rank
Administrative rankings for school leaders are to be phased out to tackle the bureaucracy (官僚機(jī)構(gòu)) problem that limits educational development, according to Cheng Fangping, of the national Institute for Educational Research. Areas like teaching programs, scientific research, and technological development will be more independent.
Vocational Education
The system will be free of charge. According to Wu Yan, of Beijing Institute of Educational Sciences, this will be key to developing China’s production capacity and will improve poor people’s lives dramatically.
Entering college
Universities could eventually have the freedom to choose some of their own high school applicants. Normally, students are accepted based on the uniform national exam scores. Also, students who agree to go to a remote area could be admitted to university under special circumstances. The most likely change could come on the college entrance English test, which might be modeled on the IELTS or TOEFL. Students will be able to take it several times and pick their best score.

Over three million people will do their Christmas shopping entirely online this year without once visiting an actual shop, a poll (民意調(diào)查) has found. Overcrowding and long queues in shops are forcing people away from the high street as the hassle (煩擾) of Christmas shopping becomes too much.
The number of people turning their backs on the high street is almost one million higher than it was last year, according to the poll by YouGov. Last Christmas 2.4 million shoppers did not do any of their shopping in actual shops. The figure this year is predicted to be around 3.4 million, equal to around 7 percent of the adult population.
Over a third of people said that the main turn-off about shopping on the high street is 0ver-crow-ding. Meanwhile almost a quarter said that long queues at the cheek-out are the worst thing about it.
Of the 2.065 people pored, even those who are stir taking to the shops plan to spend less time in them this Christmas. Around 31 percent of shoppers who plan to spend at least some time on the high street will spend less than half of their shopping time in actual shops, using the rest of the time to shop remotely via the internet. This compares to 28 percent of people last year. Meanwhile the proportion of people spending over half of their shopping time in high street shops has dropped from 41 percent last year to 39 percent this year. Just 2 percent of people said that they are looking forward to dealing wi.th store staff this festival season.
Guy Boxall, senior product marketing manager at Casio Business Solutions Division, which commissioned the research from YouGov, said that despite the fall in people visiting the high street,humans are "social creatures" who actually like spending time together.
"Although the high street is facing a big challenge Christmas, retailers (零售商) should see this research as a challenge to improve the in-store shopping experience, rather than the nail in the coffin. We are social creatures, and the desire to spend time with each other, particularly at Christmas, is never going to go away," said Mr. Boxall.

“Racism (種族歧視) is a grown-up disease,” declares the saying on Ruby Bridge’s website along with a photo of Mrs. Bridge today, a 6-year-old girl four decades ago. In the photo, she is walking up the steps of the William Frantz Public School in New Orleans, a little black girl accompanied by two officers who protect her on her way to school.
Her name then was Ruby Nell. It was Nov. 14, 1960. She was the first black child to enroll at this all-white elementary school according to the court order to desegregate in New Orleans schools. Her story is moving -- she was a very courageous child -- and remains a significant proof against intolerance (不寬容) of all kinds. Ruby’s photo brings out another powerful image on her website: Norman Rockwells symbolic painting for Look magazine on Jan. 14, 1964, “The Problem We All Live With.”
Rockwell was an illustrator of exceptional skill and charm. He produced a vast number of unforgettable images over a long career, many of them involving children. His American kids are innocent and appealing, but often, at the same time, decidedly naughty. His method was to photograph his models, and the resulting paintings were photographic. But it is revealing to see how the artist slightly changed facial expressions from photo to oil painting in order to make his paintings communicate with the viewer. Communication, even persuasion, lay at the back of his work; this was art for effect.
“The Problem We All Live With” belongs to Rockwell’s later work, when he began openly showing his strong belief in liberty. This is a highly persuasive image. Before he arrived at the final copy, one sketch (草圖) shows the little girl closer to the two officers following her than to those in front. In the finished picture, the girl seems more determined, independent, and untouched. The unfriendly tomatoes thrown on the wall are behind her now, and she, is completely unaffected.
