President Obama,s plan last week to overhaul(改善)former president George W.Bush’s No Child left Behind program is an improvement on a good thin9.But it doesn’t go far enough.

Obama outlined a goal that by 2020,all grade school and high school students ale on a path toward college and career readiness.

However, what we need is a practical plan that not only requires all high school graduates to take at least two years of college but also makes it financially possible for them to do so. We’ve provided a free public education through the l2th grade. If we’re going to keep up—or catch up—with some other countries(1ike China)in preparing young people for careers,a 12-year education program no longer is enough.

About 3 million students across the USA will graduate from high school this spring. But only 2 million will go on to college, according to a survey by the National Center for Education Statistics(NCFES).For the more than l million who won’t go on,money is a major factor. If tuition(學(xué)費(fèi))were free, about half of them could make up other COSTS from family or part—time jobs.

Critics(批評(píng)家)of free college tuition will say we can’t afford it because of the federal deficit(聯(lián)邦赤字)and other rising costs.Let’s see some government spending in detail:

In the last nearly 10 years.the wars in Iraq and Afghanistan have cost us $1 trillion(that’s $1,000 billion,or an average of$100 billion a year).Federal money spent on public elementary and secondary education in the last year for which figures are available was$47 billion. If we end costly and unnecessary wars and nation—building efforts abroad, the federal government could provide more money on public education, for which state and local governments now carry most of the burden(負(fù)擔(dān)).

According to President Obama’s plan,in 10 years,

A.there will be no expensive and unnecessary Wars

B.a(chǎn)ll grade and high school students can go to college

C.the U.S.will catch up with China in career preparation

D.students Call enjoy a l2-year public free education

If tuition were not charged.

A.a(chǎn)bout 2.5 million students could afford college education

B.a(chǎn)bout 2 million students could be provided chances of college education

C.over l million students still could not afford college education

D.a(chǎn)bout 3 million students could graduate from high school

The author may agree that President Obama’s plan

A.has little to do with Gorge W.Bush’s program

    B. does not agree with the survey by NCFES

C.does not contain practical measures to achieve its goal

D.will lighten the burden of state and local governments

It can be inferred from the passage that

A.the wars in Iraq and Afghanistan are expensive but necessary

B.the federal Can not provide more money on education

C,critics of free college tuition think little of the plan

D.President Obama’s plan might be hard to carry out

The energy crisis (危機(jī)) has made people aware of how the careless use of the earth’s energy has brought the whole world to the edge of disaster. The over – development of motor transport, with its increase of more cars, more traveling, has contributed to the near – destruction of our cities and the pollution not only of local air but also of the earth’s atmosphere.

Our present situation is unlike natural disasters of the past. Worldwide energy use has brought us to a state where long – range planning is vital. What we need is not a continuation of our present serious state, which endangers the future of our country, our children, and our earth, but a movement forward in order to work rapidly and effectively on planetary problems.

This country has been falling back under the continuing exposures of loss of morality and the revelation (揭露) that lawbreaking has reached into the highest place in the land. There is a strong demand for morality to turn for the better and for some devotion that is vast enough and yet personal enough to enlist the devotion of all. In the past it has been only in a way in defense of their own country and their own benefits that people have been able to devote themselves wholeheartedly.

This is the first time that we have been asked to defend ourselves and what we hold dear in cooperation with all the other people of this planet, who share with us the same endangered air and the same endangered oceans. There is a common need to reassess our present course, to change that course and to employ new methods through which the world can survive. This is a priceless opportunity.

To grasp it, we need a widespread understanding of nature if the crisis we and the world are facing is no passing inconvenience, no byproduct of the ambitions of the oil – producing countries, no environmentalists’ only fears, no byproduct of any present system of government. What we face is the result of the invention of the last four hundred years. What we need is transformed life style. This new life style can flow directly from science and technology, but its acceptance depends on a sincere devotion to finding a higher quality of life for the world’s children and future generation.

Which of the following has nearly destroyed our cities?

A.The loss of beliefs and ideas.  B.More of law – breaking.

C.Natural disasters in many areas.      D.The rapid growth of motors.

By comparing past problems with present ones, the author draws our attention to the        .

A.seriousness of this crisis  B.ineffectiveness of laws

C.similarity of the past to the present D.hopelessness of the situation

Which of the following is used as an example to show the loss of morality?

A.Disregard for law.          B.Lack of devotion.

C.Lack of understanding.    D.Destruction of cities.

The author wrote the passage in order to         .

A.make a recommendation for a transformed life style

C.demand devotion to nature and future generation

D.encourage awareness of the decline of morality

“Wanted by the FBI.” To the murderer, or the bank robber, these are the most frightening words in the world. When the criminal hears them,he knows that six thousand trained persons are after him.

Why should he be so afraid? There are thousands of cities and villages where he can hide, and forests and deserts, as well. Besides, he’s usually rich with stolen money.

Money can make it easier to hide. With money, the criminal can even pay a doctor to operate on his face and make him hard to recognize. But the criminals know that as public enemies, they can be found by the FBI no matter where they hide.

They know every trick the criminal knows and many more. If he makes just one mistake, they’ll get him. That’s why the man who is wanted can’t sleep. That’s why he becomes nervous, why he jumps at every sound.

The FBI began on May 10th, 1924. General Harlan Stone chose Edgar Hoover, a young lawyer, to head the new agency . “What we need is a wholly new kind of police force,” he said. “Criminals today are smart. They use stolen cars and even planes to make their gateways. They have learned to open any lock, using advanced technology. We can’t beat them with old methods. We have to train officers to work scientifically.”

Edgar Hoover quietly went ahead with his plans. He picked his men carefully. They had to be between the ages of twenty-five and thirty-five. He wanted only men with good manners and good character. When working as his officers, they would have to meet all kinds of people. Hoover wanted men who could handle a teacup as well as a gun. But the FBI cannot help in every police problem. It can look into only certain crimes against the government. Solving all other crimes is the duty of local police forces.

A man wanted by the FBI will find that money is ________.
