8.National legislators from Heilongjiang province, which is China's principal producer of non-genetically-modified soybeans, are calling for a law to set up a special zone where the planting and processing of GM plants is prohibited.Deputies to the country's top legislature hope such a law would preserve ecological diversity, benefit farmers who plant non-GM soybeans and avoid"possible contamination"of the soybean crop by GM plants.
The size of the proposed special zone would restore the province's soybean growing acreage to its 2010 level of 4.3 million hectares, said national lawmaker Tan Zhijuan.Tan said universities in Heilongjiang and beyond should have first call on the non-GM soybean products coming out of the special zone.
"Heilongjiang,China's largest producer of non-GM soybeans, has seen its planting acreage downsized to a tipping point of 1.4 million hectares,"said Tan,who is a veteran agricultural specialist."This represents a drop of a staggering 66 percent in five years following the influx of much cheaper GM imports."Nationwide,China imported 81.7 million tons of soybeans-mostly GM ones-last year, which meant more than 80 percent of its soybean consumption was met by imports, said Tan."China has the world's most diversified wild soybean resources,"Tan said.As a responsible country,China must protect living genetic material including seeds and tissue used for plant breeding, preservation and research,Tan said.
Although the planting of GM soybeans has not been detected so far in Heilongjiang province, there are risks that GM seeds might find their way to the fields, for example, through leakage from road transportation,Tan warned.
She said the key to establishing the non-GM soybean protection zon e would be to build up an industrial chain that streamlines the planting, processing and sales of non-GM soybeans. This non-GM industrial chain will differentiate itself from that for GM products and improve the competitive edge of the domestic soybean industry to target its niche market,Tan said.

2.The 21st century coal technology is a major environmental success story that enables society to balanceimportant energy and economic and environmental goals when it achieves the final goal of making coal power emissions-free( 零排放).
The numbers tell an amazing story:In the United States,coal-fueled electricity has nearly been three times in step with a doubling of GDP since 1970.During the period, coal's efficiency greatly improved, with key emissions rates per megawatt(兆瓦特) hour decreasing by 89 percent.
The next generation of advanced coal technologies continues to build on this progress. The Prairie State Energy Campus in American's Heartland is a prime example.Prairie State provides electricity for 2.5 million families and is the largest new coal-fueled power plant brought on line, starting up in 2012.It's also among the cleanest coal plants in America. Prairie State has invested 1 billion in control technologies, resulting in emissions rates that are about two-thirds the average of the existing U.S.coal fleet.Even carbon dioxide emissions rates are as much as 25 percent lower thanks to plant efficiencies.A single large plant like Prairie State has the equal environmental benefit of taking one million cars off the road.
Prairie State is a clean source of energy, and it's also an engine for economic strength.Over the next 30 years,Prairie State will contribute more than 22 billion to the local economy.
A study by Management Information Services concludes that by replacing older U.S.coal plants with supercritical (超臨界的) technology, the United States will realize about  1,200 billion increase in economic output, create 6 million jobs, add 500 billion in personal income and an additional 200 billion in tax revenues(稅收).
The addition of each advanced supercritical plant can help build energy security and provide stable, affordable electricity in the United States and around the world. The future of the technology is bright:569,000 megawatts of supercritical coal plants are in operation or under construction worldwide. In the United States, about half of all new coal-fueled power plants use high-efficiency,low-emissions technologies and this number continues to grow.
