      JOLIN Tsai (蔡依林), a famous singer, has become an English teacher! But she is not staying in a classroom to give you talks in English. 19、New York State has passed the USA’s first state law banning（禁止）motorists talking on cell phones . The ban will begin on November 1, although drivers caught using cell phones will be given only warnings during the first month.
