As has been all too apparent in recent days at Balcombe, few issues cause greater concern than energy policy. Many village communities feel their countryside is being ruined by the power-producing machines of wind farms; yet they never take "direct action", even though the planning laws put them at a severe disadvantage. And the generous subsidies (財政補貼) , which encourage the expansion of wind power, are not favorable to the village communities and set landowners in conflict with other residents (居民) .
Those who disagree with the rapid expansion of wind farms state that the damage they cause is out of proportion(比例) to the benefits they bring, because their energy output cannot match that of the carbon-based power stations they are supposed to replace. Supporters insist that wind must be part of a mix of renewables, nuclear and carbon, and that the country is committed to meeting EU ( European Union) targets for non-carbon energy generation.
Against this background, the fact that there is an argument within the Government over whether to publish an official report on wind farms' impact on the countryside becomes even more extraordinary. The two parties in the coalition (聯(lián)合) government are in disagreement over what it should say.
We have some advice for the two parties: publish the report, and let the country be the judge.  Even if it contains evidence that wind farms are harmful, it will hardly be a pleasant surprise to people who do not like them. Equally, supporters must argue their case by acknowledging the concerns and explaining why they are either misplaced or worthy of much attention.
The suggestion that further negotiations are to take place to produce an "acceptable" report suggests that the politics of coalition government are doing the country harm in a certain way. Given the sensitivities involved, all the information should be available so that people can reach their own conclusions, rather than being left with the suspicion(猜疑)that facts are being replaced by political beliefs.
小題1:We can learn from the first paragraph that__________.
A.energy policy catches much attention of the public
B.the residents are in favor of the expansion of wind farms
C.many village communities are satisfied with the subsidies
D.the planning laws offer great benefits to the residents

A.is more rapid than that of carbon-based power
B.guarantees an increase in energy output
C.is expected to be much better than that of nuclear power
D.a(chǎn)grees with EU targets for non-carbon energy generation
小題3:It can be inferred from the passage that____.
A.a(chǎn)n official report will settle the energy problem
B.the two parties are divided over the issue of wind farms
C.the two parties have agreed on a further negotiation
D.political beliefs concerning energy issue go against facts
小題4:Which of the following reflects the author's opinion?
A.Increase political impact on energy policy.
B.Release a statement of supporters on wind farms.
C.Let the nation judge the facts about wind power.
D.Leave the two parties to reach their own conclusions.

Mark Thompson, the BBC’s director general, is expected to announce on Thursday that the BBC will quit its entire west London home -- possibly selling the land to Chelsea football club -- as part of main plans that will see more staff moved out of the capital to Salford and elsewhere.
The move is at the heart of the BBC’s long-awaiting cost-cutting strategy(策略)which will see nearly 2,000 more jobs going at the public broadcaster, and some original programming, such as daytime shows on BBC2, eliminated to save money.
Several thousand people are employed at the west London sites, including Thompson himself and the bosses of all the BBC’s television channels. The employees are expected to be relocated(重新安排)to Broadcasting House in central London, Salford, or elsewhere.
The BBC has been broadcasting at various locations in the Shepherd’s Bush area since moving into Lime Grove in 1949.It then switched to the Television Centre in 1960,and more modern offices at nearby White City. But it is now open to selling the site, and the broadcaster has had talks about attracting Premier League clubs Chelsea or Queen’s Park Rangers as buyers. Both clubs are looking for new homes.
Earlier leaks(透露)suggest that the BBC will seek to cut spending on sports where the corporation has already decided to share coverage of Formula 1 with Sky TV -- and imports, such as Mad Men and The Killing.BBC4 is expected to focus on “arts and archive(檔案)”, but Thompson has long ruled out closing any channels or radio stations.BBC1 and Radio 4 will be protected, but there are expected to be some cuts to local radio programs, which will see stations share shows outside breakfast and drive-time hours.
The corporation is already committed to remove TV Centre by 2015, but because parts of the building are listed, the football clubs have expressed an interest in the BBC’s White City offices instead, which could be knocked down. The White City building is where Thompson and the broadcaster's commercial division, BBC Worldwide, are based.
BBC sources say the 2,500 job losses being proposed(提議)include the 650 cuts to the World Service already announced, with up to l,000 coming from BBC News.It is understood that some staff who have only just made the move to Salford could see their jobs at risk. Salford is now home to Radio5 Live, children’s programs such as Blue Peter, and sports output including Match of the Day.

Most students, when asked about their ideal graduation gift, would probably reply, “A car”, or “Money for a deposit on a house”. Cai Kaiyuan, 21, made a different choice. As a graduation gift to himself, he decided to work as a volunteer teacher in a remote village in Tibet.
Cai, a senior majoring in electrical engineering at Huan Railway Professional Technology College, originally planned to cycle from Sichuan to Tibet. During his journey, Cai’s idea for a different graduation gift to himself began to take shape. “I did not know beforehand what the journey would mean to me. I just want to gain a unique experience and have pleasure in appreciating the view there,” he said.
It turned out cycling on a plateau was extremely challenging. And it has kept changing his outlook on life. Cai’s fingers even became frostbitten while cycling up a 5008-meter-high mountain, where temperatures often dropped to 18 below zero. At night, the ice covered the road and he fell off his bike three times. The lack of oxygen made him feel dizzy and weak. “At the most serious moment, I felt that my life was on the line,” said Cai.
However, he also gained something unexpected. At Ya’an, a city in Sichuan, he met a group of tourists who are also university students. A girl called Wu Ling told him that she planned to work as a teacher in a primary school in Tibet after her journey. He was impressed by the idea as she looked slender and weak.
It was not until he reached a family-run hotel in Shigatse that Cai’s spirits began to rise. The hotel manager’s two daughters enjoyed talking with him. The kids asked about his experiences on his trip, and showed him the beautiful local lakes. “They told me that they always liked to talk to guests, as they wanted to improve their Mandarin,” he said, “Their parents and many locals can only speak Tibetan.”
Cai was touched by the girls’ story. Their situation is tough and the local people have little chance to learn Mandarin because the schools are short of teachers. “I want to do something to improve the situation for kids like them,” said Cai. His parents finally gave their agreement and his teachers also supported him.

Dining in a completely dark room, unaware what’s on your plate while sitting next to a complete stranger may not sound like an ideal restaurant experience but it’s certainly an intriguing way to spend a rainy night in London.
Dans le Noir, close to London’s financial district, is a restaurant full of blind waiters and waitresses who become your eyes around the restaurant, whose original Paris branch opened in 2004.
In the bar with the light, you choose whether you want the fish, meat or vegetable, but the dishes themselves remain a secret, as do the ingredients of the “surprise” cocktails. Bags, coats and devices(設(shè)備)that light up, including watches and mobile phones, are kept in the bar. Placing your hand on the shoulder of your guide, you are led to a table in a black dining room that sets up to 60 people. And it is dark.
The waiters tell you when the food is being placed down in front of you, then the fun begins, trying to get food into your mouth, then identifying just what it is that’s on your plate, and finally whether you have missed any of it.
It’s also a great chance to break social convention and eat using your fingers. Those same fingers are also the only way you can tell how much wine you’re pouring into your glass.
The happy atmosphere in the dining room also made the night memorable. You can’t really avoid talking to the person next to you at the long tables and guessing what the dishes are certainly provides adequate fuel for the conversations.
All will be revealed at the end of the meal when you are led back out into the lit bar. Not only do you finally get to see what you’ve just been eating but also who you’ ve been talking to for the last 90 minutes.
